Angola's finance minister has been authorized to raise up to $3 billion in eurobonds and $1 billion in yen-denominated bonds to fund the country's 2025 spending plan, according to a presidential decree dated Feb. 24.

The minister can select financial institutions for the eurobond issuance under Angola's global medium-term note program. A separate decree also permits sovereign debt issuance in the Japanese market, though no timeline was provided.
