UK Suspends Aid to Rwanda Over DRC Conflict

The United Kingdom has announced a series of measures against Rwanda, including the suspension of direct bilateral financial aid, in response to its alleged military involvement in the escalating conflict in the eastern Democratic Republic of Congo (DRC). This move aligns the UK with Belgium, which recently suspended aid to Rwanda, citing its role in supporting the M23 rebel group and violating DRC’s sovereignty.

The UK’s decision comes amid growing international condemnation of Rwanda’s actions in the region. A UK Government spokesperson stated that the recent offensives by the M23 group and the Rwanda Defence Force (RDF), including the capture of key cities like Goma and Bukavu, are “an unacceptable violation of DRC’s sovereignty and territorial integrity.” The UK has called for an immediate cessation of hostilities, the withdrawal of Rwandan forces from Congolese territory, and meaningful engagement with African-led peace processes.

In addition to suspending aid, the UK has announced other measures, including limiting trade promotion activities with Rwanda, pausing defence training assistance, and reviewing export licences for the RDF. The UK also plans to coordinate with international partners on potential sanctions against individuals or entities involved in the conflict.

The humanitarian situation in eastern DRC remains dire, with nearly a million people displaced and hundreds of thousands in urgent need of lifesaving assistance. During a recent visit to the region, the UK Foreign Secretary announced an additional £14.6 million in humanitarian aid to support those affected by the conflict.

The UK’s actions follow similar moves by other international actors. Last week, Belgium called for sanctions against Rwanda, while the United States sanctioned a Rwandan minister for his alleged role in supporting the M23 rebellion.
